John A. Clarke
Executive Officer / Clerk and Jury Commissioner
Mr. Clarke serves as Chief Administrative Officer of the Los Angeles Superior Court and Administratively Unified Courts of Los Angeles County responsible for the provision of technical and administrative support to the court (238 Superior and 68 municipal court judges) and has expenditures over $240 million. In addition he oversees the supervision of all judicial support personnel (3,300 staff), program development, facilities and resource management; provides assistance to court advisory committees and serves as liaison with the bar, legislative bodies and community representatives. Between August 1984 and January 1995 he served as Chief Administrative Officer for the Municipal Courts for Hudson and Essex Counties in New Jersey, responsible for the provision of technical and managerial support to the courts and a budget between $20 and $40 million.
Mr. Clarke served as Court Executive to the Board of Judges for Beaver County, Pennsylvania, from February 1975 to August 1984. He was Director of the Criminal Justice Planning Unit for Chester County, Pennsylvania, from February 1973 to February 1975 and a Criminal Justice Planner for the Pennsylvania Department of Justice from December 1971 to February 1973.
He has received numerous awards including the Court Administrator of the Year Award from the Consumers Attorneys of California in 1995; the National Association for Court Management (NACM) Award of Merit in 1993; the National Center for State Courts Distinguished Services Award in 1989; and the National Association for Court Management Presidents Award in 1989.
Mr. Clarke is a graduate of the Institute for Court Management's Court Executive Development Program and attended Westchester State College with graduate studies in Research and Statistical Analysis. He received his bachelor of science in Business Administration from Pennsylvania Military College - Widener College, Chester, Pennsylvania in June 1970.
