Michael J. Courtney has been with the Department of General Services for 14 years. In April 1997, he was selected as the assistant deputy director for the newly formed Real Estate Services Division, responsible for the day-to-day operations of the division. In addition to his new role, Mr. Courtney was the project executive responsible for the Elihu M. Harris State Office Building in Oakland, California, and the San Francisco Civic Center Complex projects. Both projects were constructed using the design/build concept. These two buildings contain more than 1,750,000 gross square feet (gsf) and house more than 4,500 state employees. These projects were completed at a cost of more than $425 Mil.
Mr. Courtney was also the project executive for the Broadway State Office Building in Los Angeles. The Broadway Building is a design/build renovation project containing more than 550,000 gsf of office space and houses some 1,100 employees which was completed in March of 1999. This project is valued at more than $65 Million.
Mr. Courtney had a key role in the development of Senate Bill 776, which provides design/build authority for the Department of General Services. He is currently the acting deputy director of the Real Estate Services Division.
