Fred Klass
Program Budget Manager
Mr. Fred Klass is the Program Budget Manager for the Department of Finance, State of California, where he has worked for 14 years developing and administering budgets for state programs in a wide variety of areas, including court funding and local government finance. He currently manages the Capital Outlay, Natural Resources, and Environmental Protection units of the Department. For 10 years Mr. Klass represented the Department of Finance in legislative hearings on the fiscal impact of proposed legislation and was responsible for the Department's bill analysis process.
Mr. Klass formerly served as a consultant to members of the state Senate Budget Committee. He has also served as Vice Chancellor for Governmental Relations for the Chancellor's Office of the California Community Colleges, managing state and federal governmental relations offices, representing the chancellor's office before the legislature, and managing contracted representation in Washington, D.C. Additionally, he spent four years evaluating governmental program effectiveness and efficiency for the Commission on California State Government Organization and Economy (Little Hoover Commission).
Mr. Klass holds a master's in public administration from California State University, Sacramento, and a bachelor's in political science from the University of California, Berkeley.
