Hon. Daniel J. Kremer

Presiding Justice, Court of Appeal
Fourth Appellate District

Justice Kremer began his law career in the Office of California Attorney General in the San Francisco, Sacramento, and San Diego offices, where he served under five attorneys general. He was Assistant Attorney General in charge of the Criminal Division in San Diego from 1972 to 1983 and Chief Assistant Attorney General in statewide charge of the Criminal Division in 1983. In July 1983 he was appointed to the San Diego County Superior Court by Governor Deukmejian presiding over civil and criminal trials, civil and criminal law and motion, and juvenile court and criminal readiness. He was appointed to the Court of Appeal as Presiding Justice of the Fourth Appellate District, Division One by Governor Deukmajian in July 1985. Since 1988 he has served as the Administrative Presiding Justice for the entire Fourth District.

From 1990 to 1991 Justice Kremer served as Chair of the Judicial Council's Committee on Criminal Trial Delay Reduction, which drafted rules and legislation revising grand jury procedure in California and began a study on decriminalization of traffic and other minor offenses. He was appointed to the Judicial Council in October 1991 for a three-year term, during which the council conducted a study of the future of California courts and was substantially reorganized. In addition, he was Chair of Library Technology Committee for the Courts of Appeal and Supreme Court from 1992 to 1993, member of the Judicial Rules and Forms Committee from 1992 to 1994, and Co-chair of the Judicial Council Court Technology Committee in 1994.

Currently Justice Kremer is the Chair of the Task Force on Court Facilities and active in judicial and legal education programs presented by the California Judges' Association, Center for Judicial Education and Research, San Diego's law schools, and a variety of bar groups.

Justice Kremer graduated from Stanford University with an A.B. political science in 1960, and an L.L.B. in 1963 and he served as Stanford's debate team captain for two years.
