Task Force on Court Employees Meets in San Francisco July 28–30

Panel Holds Meetings Throughout the State; Will Recommend Personnel Structure for Trial Court Employees

San Francisco — The Task Force on Trial Court Employees will hold a working and educational session in San Francisco from Wednesday, July 28 through Friday, July 30, 1999.  All meetings are open to the public and include a specific time for public comment by trial court employees and other interested parties.

Established by the Trial Court Funding Act of 1997, the statewide panel is charged with developing and recommending a personnel structure for trial court employees.  The task force is chaired by Justice James A. Ardaiz, Administrative Presiding Justice of the Court of Appeal, Fifth Appellate District (Fresno).

The July 28 meeting is from 10:00 a.m. to 5:15 p.m., with a public comment period from 10:00 to 10:30 a.m.  Limited seating is available for members of the public, and interested speakers should arrive 15 minutes before the beginning of the public comment session.

The July 29 meeting is from 8:00 a.m. to 5:15 p.m.  The July 30 meeting is from 8:00 a.m. to 2:30 p.m.  The task force meeting will be located at the Hiram W. Johnson State Office Building, Judicial Council Conference Center, 455 Golden Gate Avenue, San Francisco, California.

The task force meeting has the following objectives:

A.   Provide an opportunity for communication through public comment period
B.   Reach agreement regarding the Task Force’s timeline
C.   Agree on a process for drafting legislation for the Task Force’s recommendations
D.   In relation to the Interim Report:
       -   Review additional comments and determine appropriate responses;
       -   Based on input from the Task Force at the June 14-15 meeting, revisit personnel
           components and modify as appropriate
E.   Review survey analyses and determine reports needed
F.   In relation to retiree group insurance benefits:
      -   Receive educational information
      -   Present draft assumptions, objectives, model; and identify issues
G.  Present revised retirement assumptions, objectives, and model for current and new
      employees; reach agreement wherever possible
H.  Revisit and finalize group insurance, accrued leave, and other employer-provided
      benefits assumptions, objectives, and models (including as they apply to new
      employees)
I.    In relation to flexible spending accounts and cafeteria plans:
      -   Receive educational information
      -   Present draft assumptions, objectives, model; and identify issues
J.   In relation to employee advisory vote, review and reach agreement on:
      -   Employee advisory vote distribution
      -   Revised ballot formats
      -   Orientation and educational materials
      -   Pilot process for employee advisory vote
